SRS Capital Partners, under the direction of its Managing Partner, assembles expert advisors and resources from SRS Capital’s network or relationships to meet the needs and demands of its clientele.

David L. Parker
Managing Partner & Principal

Mr. Parker, as Managing Partner of SRS Capital Partners, has oversight for all engagements of the partnership and is further responsible for bringing together the necessary resources for success.

Mr. Parker currently serves as the Managing Member for Yodipity Yogurt and Escada Ventures, and as CEO of Nuriche.

Mr. Parker has extensive experience in the private equity markets, cross border transactions and in the international capital markets, having personally arranged over USD 10 billion in structured finance and securitization transactions, globally and domestically. Further, he has co-authored numerous securitization programs that have resulted in over USD 40 billion of structured finance transactions in the global capital markets.

Having been involved in entrepreneurial and banking enterprises for the past 35 years, Mr. Parker has been a selected speaker for National and International Financial Seminars on Structured Finance and Financial Risk, and Entrepreneurial Enterprise. Mr. Parker was a co-founder and former Chairman of Special Risk Services, a boutique international banking and insurance firm, has served as Vice Chairman of Oxford Media, Inc., a next generation media and technology company and further served as Chairman of Moneyline Lending Services, Inc., a regional bank fulfillment company sold to Genpact in August 2006. He also served as a director of Sand Canyon LLC, the sole owner/developer of Strawberry Farms Golf Club. Mr. Parker recently completed the exit strategy for two companies he co-founded, CLO Funding, LLC, a private lending firm, and Comco III, Inc., a holder of commercial real estate assets. He currently serves on numerous corporate and charitable boards, including but not limited to, Yodipity Yogurt, a new self service frozen yogurt operation, Escada Ventures, the capital funding partnership for the Tucanos Brazilian Grill Restaurant operations, StoryRock, a digital media company, Nuriche, a whole food production and distribution company, Prosper Corporation, a distance learning and coaching company, Shade Clothing, a fashionable modest women’s clothing company, and Care For Life, an NGO focused on enabling self reliance with women and children in Africa, the Eagle Foundation, a 501(c)(4) focused on conservative grass roots initiatives in the US, My Firm Foundation, the charitable outlet for Nuriche, and The Firm Foundation, enabling self reliance for the needy in the US.

Mr. Parker has been active in local civic and charitable interests, having also served as National Co-Chairman of the Romney for President campaign.


Principals & Partners

Elliott R. Parker
Partner – Intellectual Assets

Elliott Parker joined SRS Capital Partners in 2005 and is an expert in intellectual property commercialization and investment. His background for the past seven years has been in consulting, business development and entrepreneurship. Mr. Parker is also a Managing Partner of Innovo Partners, an intellectual property consulting firm in Indiana.

Prior to founding Innovo Partners, Mr. Parker worked as a Manager of Business Development at Roche Diagnostics Corporation, where he led the company’s unique ideation program, known as the Innovation Accelerator. To ensure a steady flow of venture ideas to Roche’s internal venture incubator, Mr. Parker implemented a repeatable, customer-centered approach for uncovering new market opportunities. In addition to sourcing new venture opportunities, Mr. Parker evaluated external partnership proposals and authored business plans for Roche startups in various fields.

Mr. Parker obtained his MBA from the UCLA Anderson School, where he was a Venture Fellow and a recipient of the Dean’s Fellowship. While at UCLA, Mr. Parker founded two startup companies, in the retail and environmental remediation markets.

Before business school, Mr. Parker was a consultant in intellectual asset management at Arthur Andersen, where he helped Fortune 500 clients proactively manage their intellectual property through portfolio mining, licensing and identification of inventions' alternative uses. He has represented licensors in negotiations in industries as diverse as defense, aerospace, biometrics, software, packaging and chemicals. Mr. Parker successfully negotiated and closed Andersen’s first “carrot” licensing transactions on clients’ behalf.

A native of Southern California, Mr. Parker received his bachelor’s degree in finance from Brigham Young University, where he was a recipient of the prestigious four-year, full-tuition Trustees Scholarship. He currently resides in Carmel, Indiana with his wife, Ginger, and their four children.

Stephen W. Harper
Partner – Asia

Formerly Senior Vice President of the Los Angeles Economic Development Corporation, a private non-profit organization dedicated to promoting job and business growth in Los Angeles County, and President and CEO of the World Trade Center Association Los Angeles – Long Beach, Mr. Harper has joined SRS Capital Partners to lead its Asian initiatives.

Prior to joining the LAEDC, Mr. Harper was Vice President of AMRESCO Japan, the Japan subsidiary of Sydney-based Lend Lease Real Estate Investments, a publicly traded global real estate and financial services firm with 40 offices on five continents and over US$70 billion in assets under management. As the senior American executive in Tokyo for AMRESCO, he was responsible for the 1998 start-up and operations of the company, which specialized in the acquisition and management of distressed and under-performing commercial real estate assets. At the time of his return to Los Angeles, assets under management exceeded US$500 million. Mr. Harper also served on the boards of two AMRESCO-affiliated companies, one of which was co-owned with Merrill Lynch Japan, and the other with Cargill Japan.

Mr. Harper has been active in Asia since 1982. Including his tenure with AMRESCO Japan, he has had three expatriate assignments totaling some seven years, having also held the post of Senior Research Analyst in the U.S. Department of Commerce/U.S. & Foreign Commercial Service in the U.S. Consulate General, Hong Kong.

Additionally, Mr. Harper, since 1985, has arranged over thirty successful U.S. real estate projects as principal, advisor or arranger of debt and/or equity capital. Aggregate value of completed projects is approximately US$200 million and includes retail, multi-family, industrial, office and specialty-use properties.

Mr. Harper holds a B.S. in economics, summa cum laude from the California State Polytechnic University, Pomona, and an MBA in international business from the University of Southern California’s Marshall School of Business IBEAR Program. He has served on the Board of Governors of the USC Alumni Association, and currently serves on the Advisory Boards of the USC Center for International Business Education and Research and the Asia Society Southern California Center. He has served previously on the National Board of Directors of the USC Marshall School of Business Alumni Association, and in Japan as a USC Ambassador on appointment of USC President Steven B. Sample.

Manli “Jenny” Chen
Partner – Asia

Ms. Chen is an experienced senior international business executive with fourteen years of progressive responsibility in Tianjin Tonghui Group, the largest privately-owned transportation company and one of the largest private business groups in Tianjin, China. Since 1993 she has served as on the Board of Directors of Tianjin Tonghui (the parent company), a diversified holding company with ten subsidiaries and operations in transportation, agriculture, food processing, distilled beverages, apparel, plastics and chemicals, and over 2,000 direct full-time employees.

Ms. Chen was personally responsible for the creation of Tianjin Tonghui’s Transportation Services Group, the largest and most profitable division of the company. Since establishing its transportation business in 1995 she has exercised full operating responsibility as Executive Director and General Manager of its primary operating subsidiaries, Tianjin Han Tone Container Transportation Company and Tianjin Guotong Container Transportation Company, including establishment and administration of the group’s six regional offices throughout China.

Ms. Chen also serves as President and General Manager of Han Tone International Corporation (Los Angeles) which she established as the company’s U.S. subsidiary in 1999. Its operations include transportation services, commodities and manufactured goods trading, and North American market development for the parent company. Today, the three transportation group companies under direct management of Ms. Chen account for approximately 70% of net income to the parent organization.

Ms. Chen’s personal strengths include business development, new market development, customer relations and government relations. A 1990 graduate in International Business from Wuhan University (China), Ms. Chen’s academic credentials also include the VIP (Visiting International Professionals) Program at the University of Southern California’s Marshall School of Business, an intensive course of study for visiting scholars and senior international corporate executives-in-residence, which she completed in 2005
